The player with the highest TACT level in any given battle is the Battle Commander (The player who chooses who gets in the battle) thus incurring an XP bonus.

The more units you field at once, the more units you have leveling up, and thus the faster your division levels up.

Valid TACT levels are 20 / 40 / 60 / 80 / 100 / 120.
